Could The Incidence Of Spam Decrease?

According to “Government Computer News,” the majority of spam email are associated with domains that are registered with 20 domain name registrars - 2.5% of all domain registrars.
ICANN (Internet Corporation for Assigned Names And Numbers) regulates the domain registrars and has sent out warning letters to 10 domain name registrars that appear to be allowing registration of domains that are used by spammers.
ICANN has the power to remove domain name registrations as well as remove accreditation of domain registrars.
It will be interesting to see if this action by ICANN has any effect on spam.
